Independent Evaluation

Global Bank has established a Results Framework for the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund (the “Trust Fund,” “GB DRRRF,” or “DRRRF”), as required by the DRRRF Partnership Framework. This Results Framework serves three purposes throughout the life of individual projects and the facility: i) to facilitate management for results; ii) to monitor progress and ensure accountability; and iii) to facilitate learning from experience.

Results are measured and managed at several levels, including by tracking outcomes at the project level and linking disbursements to the achievement of specific targets.  In addition, the Global Bank will report on results through the following three publicly available for a: 1. an annual report known as the “Corporate Scorecard”; 2. an annual report prepared by an Independent Evaluation Group (IEG) housed at the Global Bank Group; and 3.  A management action record, which tracks the adoption of the Independent Evaluation Bank Group’s recommendations. These transparent assessments of performance ensure that investment grant’s dollars are being invested wisely, and will lead to long-term improvements in development results.

The governance frameworks of the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund provide that “an independent evaluation of the operations of the DRRRF will be carried out after three years of operations."

The DRRRF Management Committee (MC) is responsible for overseeing the monitoring and evaluation activities of the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund, following the approach set out in DRRRF Results Framework, and with the guidance and oversight of the DRRRF Steering Committee (SC). In addition, The DRRRF will be evaluated by a third-party evaluator to assist funding partners and other stakeholders in determining the value of continuing support to the initiative.
