Transparency and Accountability

Full transparency and openness in the governance and financing operations are fundamental principles of the operations of the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund (the “Trust Fund,” “GB DRRRF,” or “DRRRF”). In order to ensure this, and to deter fraud and corruption, the DRRRF has adopted necessary policies and measures and strives to improve them. All DRRRF projects and programs are implemented by and through the Global Bank, and the operations of the Global Bank Disaster Risk Reduction and Reconstruction Fund relies on the well-established transparency and accountability mechanisms of the Global Bank Group.

The operations of the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund was designed based on these organizational principles:

  • Follow to the extent possible Global Bank (MDBs) established infrastructure, policies and procedures;
  • Tap into the Global Bank’ well-established network and project development activity processes rather than establishing separate institutional structures;
  • Maintain an efficient business model that does not duplicate existing procedures or lengthen the project development and approval process.

Access to Information
Access to information is key to transparency, openness, and effective public participation in the DRRRF’s operations. The Note on Disclosure of Documents Prepared for Purposes of the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund (pdf) is the main policy that governs the disclosure of documents or information prepared for the purposes of the DRRRF. It says the DRRRF Administrative Unit must disclose any document or information in its possession, unless the document or information is provided with explicit indication that it will not be disclosed to third parties or that it may not be disclosed without the consent of the provider of the document or information.   • Decisions of the DRRRF Management Committee and Sub-Committee meetings;
  • Policy documents;
  • Draft business plans/strategies;
  • Draft proposals for projects/programs;
  • Expert group reports;
  • Projects Semi-annual, annual, financial status and audit reports.

The absence of a document or information from the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund website does not necessarily point to its confidentiality nor should it prevent any member of the public from requesting that document or information. Anyone may contact the DRRRF Administrative Unit and request any document or information.

Disclosure policies of the Global Bank: In addition, the disclosure policies of the Global Bank apply to Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund. Programming, planning, appraisal, approval, implementation, supervision and monitoring and evaluation of DRRRF financed projects and programs follow the relevant Global Bank’s policies and procedures, including the disclosure policy. International Aid Transparency Initiative: As part of the continuous measures to enhance transparency and openness in its governance and financing operations, the Global Bank apply to the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund has joined the International Aid Transparency Initiative (IATI), a global open data initiative that unites organizations working on international development, ranging from government donors to regional non-governmental organizations (NGOs), foundations, and trusts. The Global Bank apply to Global Bank Disaster Risk Reduction and Reconstruction Fund endorsed the principles of International Aid Transparency Initiative to report funding data in accordance with the International Aid Transparency Initiative common standard.

Accountability and Integrity
It is important that any complaint or claim of those affected by the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund financed operations is heard, investigated and resolved, and any cases of fraud, corruption or misconduct are reported, investigated and sanctioned as appropriate.

Reporting fraud and corruption: Suspected fraud and corruption in the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund financed operations, as well as allegations regarding misconduct of officials, employees or consultants involved in DRRRF-financed operations can be reported through the accountability, integrity, and anti-corruption mechanisms of the Global Bank.

Complaint and grievance: Global Bank has an independent compliance and project complaint mechanism through which individuals and communities, who believe they have been or are likely to be adversely affected by a project or program implemented by Global Bank, can express their concerns and seek recourse.

The Global Bank Inspection Panel
The Inspection Panel is an independent panel established to help ensure that Global Bank operations adhere to our operational policies and procedures. People who believe that a Global Bank-supported project or projects may have adversely affected them, may ask the Panel for an investigation, which is called a Request for Inspection.
