Country-Based Pooled Funds

Natural hazards occur at different times, across different areas, and to different scales, each having their own unique characteristics. Tornadoes and flash floods are short-lived, violent events, affecting a relatively small area. Others, such as droughts, develop slowly but can affect an entire country or even most of a continent for months or even years. The Global Bank Country-based Pooled Funds are established by the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund when a new, complex, large-scale, natural or man-made disaster occurs or when an existing humanitarian situation deteriorates.

The Global Bank Country-based Pooled Funds are focused on what happens a day after survivors have been rescued, and the life-saving aid has been delivered.
The Post-disaster Reconstruction and Economic Recovery Fund (PRERF) in Global Bank is a Country-Based Pool Fund (GB-CBPF). The Global Bank Country-based Pooled Funds are Multi-Donor financing instruments established by the Global Bank Group and placed under the leadership of Global Bank. They are managed by the Global Bank Disaster Risk Reduction and Reconstruction Fund – An Umbrella Trust Fund (the “Fund,” “GB-DRRRF,” or “DRRRF”) and their activities are closely aligned with those of the Global Bank Disaster Risk Reduction and Reconstruction Fund. They focus on the urgent needs of post-disaster reconstruction and work towards longer-term sustainable economic recovery. They have two objectives: (i) provide for rapid and predictable disaster recovery operations, as a complement to the existing international coordination and financing instruments of various multilateral and bilateral agencies for this purpose and (ii) strengthen the leadership of the Global Bank Group in post-disaster reconstruction and economic recovery situations and humanitarian coordination mechanisms.  The Global Bank Country-based Pooled Funds allocate funding to Global Bank Group agencies, international and national non-governmental organizations (NGOs). These organizations, as well as donors, participate in the governance of the Global Bank Country-based Pooled Funds.

The GB-CBPF Financing
The Global Bank Country-based Pooled Funds are funded through voluntary contributions. While the Global Bank Country-based Pooled Funds receives the bulk of their funding from governments, they also garner wide-range support from foundations, companies, charities, and individuals.  Given the critical role that the Global Bank Country-based Pooled Funds plays in meeting complex humanitarian needs, its annual initial funding target for each Country-based Pooled Fund is subject to condition on the ground and the generous and consistent support of its donors.
