Dr. Siobhain McCarthy, a British national, was appointed as the Vice President in Charge of Human Resources Services Vice Presidency Unit of Global Bank. In this role, she is responsible for all Bank human resources matters globally with a specific focus on talent acquisition and talent management in order to support the Organization's growth plans.

Dr. McCarthy is a results-focused global human resources executive with over twenty year's international experience in Europe, North America and Asia. During her career, Dr. McCarthy has partnered with high-ranking executive within various organizations to design and lead strategic and innovative human resources and talent initiatives excellence within culturally diverse, global organizations. To execute on agreed-upon business strategy, Dr. McCarthy aligns integrated human capital solutions with organizational objectives to achieve significant return on investment and optimize business results. Dr. McCarthy objective is to ensure that her organization is the Employer of Choice through the delivery of innovative leadership, talent and human resources solutions that inspire excellence.

Dr. McCarthy has contributed to the growth and development of companies such as Hughes and DirecTV as well as public institutions such as the Orange County Department of Education and the University of California, Los Angeles.

For almost seven years Dr. McCarthy was Managing Director, Global Attorney Development for Paul Hastings LLP, a global law firm with 19 offices worldwide. Paul Hastings is a leading international law firm that provides innovative legal solutions to many of the world's top financial institutions and Fortune Global 500 companies with strong presence throughout Asia, Europe, Latin America, and the U.S.

To ensure Paul Hastings became the legal "Employer of Choice" Dr. McCarthy launched a global performance, talent management and succession planning review process that supported strategic execution and provided a framework to assess, recruit, develop and manage talent for which Paul Hastings was recognized as an industry leader and achieved the number one ranking on Global 2011 American Lawyer Associate Survey.

Dr. Siobhain McCarthy graduated magna cum laude from the University of California, Los Angeles with a Bachelor of Arts degree in Psychology, earning both college honors and departmental highest honors. She earned the degree of Doctor of Education with an emphasis in leadership development and management, also from UCLA. Additionally, Dr. McCarthy is a Master Coach Graduate of the Behavioral Coaching Institute.
