    The Nepal Electricity Authority, Ministry of Energy, Government of Nepal is availing of a creditamount of US$ 27.26 Million equivalent from the World Bank toward the cost of the Kali GandakiA Hydropower Plant RehabilitationProject (KGAHPPRP), and it intends to apply part of the proceeds to payments for goods, works, related services and consultingservices to be reduced under this project. This project will be jointly financed by the Nepal Electricity Authority and theGovernment of Nepal in addition to the credit from the World Bank

    The Project will include the following components.

    A. Project Components

    1. Component A: Civil Works: will address themain items related to civil works and will consist of the following sub-components.

    • Sub-Component A1: Headworks modifications: Under this sub-component, modifications will bemade to the headworks including the intake and the settling basins.
    • Sub-Component A2: Improving Dam Safety &Instrumentation: Under this sub-component,monitoring instruments installed in the dam will be repaired and others added as necessary to meet state of the art requirements.An operation and maintenance manual will beprepared which will include an instrumentation plan. Real-Time sediment monitoringinstrument will be installed.

    • Sub-Component A3: Maintenance Works: Under this sub-component, maintenance of theheadworks and the powerhouse areas, including the stabilization of the slope in the headworksarea and the modifications to thetailrace to address cavitation will be carried out.

    2. Component B: Electro-Mechanical Works: This component consists ofmechanical and electrical works divided into two sub-components.

    • Sub-Component B1: Mechanical Works. Under this sub-component the mechanical parts inturbine and accessories will be repaired or replaced.

    • Sub-Component B2: Electrical Works.The electrical works will repair and upgrade theautomatic control system of the generating units.

    3. Component C: Technical Assistance and Capacity-Building: This component consists of the following foursub-components.

    • Sub-Component C1: Consulting Firm (ConsultingServices for Dam Safety, Civil & Electro Mechanical works). Under this sub-component, technical advisory services willbe provided to NEA through a consulting firm, for overseeing all the three components of the Project. The consultant willalso provide the detailed technical design, help NEA with implementation and procurement, and help prepare the Operation Manual andmaintain enterprise resource planning, and electronic documentation, Emergency Preparedness Plan and the Instrumentation Plan(IP).
    • Sub-component C2 Asset Management. Under this sub-component technical assistance will beprovided to NEA to improve and upgrade their asset management systems.
    • Sub-Component C3: Safeguard Implementation. This sub-component will provide technicalassistance to NEA in implementing the Environmental Management Plan (EMP), Community Support Program andthe Vulnerable CommunityDevelopment Plan, including monitoring and evaluation.
    • Sub-Component C4: Capacity-Building. This sub-component will provide training to increaseNEA's capacity in asset management, sediment management, safeguard implementation, andoperations and maintenance of specializedfields of electro-mechanical equipment and safety instruments.
    • Sub-component C5: Catchment Area Treatment Plan. This sub-component will address any workwhich may be needed to manage sediments affecting the long term sustainability of the project including channel restoration andflood management in the Setibeni area.

    Procurement of contracts financed by the World Bank will be conducted through the procedures as specified inthe World Bank'sGuidelines: IBRD Loans and IDA Credits (2011) and is open to all eligible bidders as defined in the guidelines.Consulting services will be selected in accordance with theWorld Bank's Guidelines:Selection and Employment of Consultants byWorld Bank borrowers(2011).

    Specific procurement notices for contracts to be bidunder the World Bank's International Competitive Bidding(ICB) procedures and for contracts for consultancy services will beannounced, as they become available, inUN Development Buisness and dg Marketand/or other appropriate means.
