    1. Nepal Electricity Authority has receivedfinancing from the World Bank towardthe cost of the Kaligandaki A Hydro Power Plant Rehabilitation Project (KGAHPPRP) and intends to applypart of the proceeds forconsulting services.

    2. The consulting services ("the Services")include 'implementation ofenvironmental and social mitigation measures and monitoring works of Kaligandaki A Hydro Power Plant Rehabilitation Project. Theservice is required for a time period of about 22 months.

    3. The Environment and Social Studies Department, Nepal Electricity Authority now invites EOI fromConsulting Firms or Joint Venture (JV) firms that have proven experiences in carrying out EIA of hydroelectric projects with installed capacity 50 MW or more in last 15 years as per Environment Protection Rules 1997or in line with World Bank Group safeguard policies.

    Interested Consultants should provide information demonstrating that they have the required qualifications and relevantexperience to perform the Services. All the Consulting firms including JV firms must have been legally registered for at leastfive (5) years from the lastdate of submission of EOI.

    Following documents shall be submitted along with the EOI application by all the eligible Consulting firms including JVfirms.

    ? Notarized or certified copies ofCertificates of incorporation or Registration of the consulting firm.

    ? Audited Financial Statements of thepreceding five consecutive fiscal years but not earlier than the fiscal year 2066/067. Minimum averageannual turnover of best threeyears over the last five years shall beNRs. 3 Million.

    ? Company Profile.

    4. Consultants may associate with other firms in the form of a joint venture or a sub-consultancyto enhance their qualifications. Experience and Qualification of other firms, whetherparent or subsidiary firm, will not beconsidered for evaluation. Likewise, qualification and experience of the consultingfirm associated as a sub-consultancy will notbe considered for evaluation for short listing.

    5. Expressions of Interest must be delivered in two printed copies (One originaland one photocopy) to the address mentioned below on or before 12:00 hrs local time on? (22nd day after publication of first notice). If the last date of submission happensto be a public holiday, the submission shall be made on the next working day. The submission shall be made in sealed envelope andthe title shall be "Expression of Interest (EOI) for Consulting Services: ''Implementation of Environmental and SocialMitigationMeasures and Monitoring Works in KGAHPPRP". EOI received by the due date and within the specified time will be opened at2.00 PM on the 22ndday after publication of first notice.

    6. Short listing of the Consultants will becarried out according to the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grantsby World Bank Borrowers -January 2011, revised July 2014 ("Consultant Guidelines"). The attention of interested Consultants is drawn to paragraph 1.9 of theConsultant Guidelines setting forth the World Bank's policy on conflict of interest. The EOI documents submitted by consultant orjoint venture Firms will be evaluated on the basis of the evaluation criteria approved by NEA. The top ranked six firms obtainingat least 600 and above points out of total 1000 points in the EOI evaluation process will be listed for the said consultancyservices as qualified firms.

    7. All submittals from the consulting firmsshall be in the English language.

    8. A Consultant will be selected in accordance with the Quality and Cost BasedSelection procedure (QCBS) as set out in the Consultant Guidelines. A brief description of scope of services and criteria for short-listing of consulting firms includingthis request for EOI can be either downloaded from theNEA's website: www.nea.org.np orcollected from the address mentioned below.

    9. NEA-ESSD reserves the right to accept orreject any or all applications, or tocancel the entire proceedings without giving any reasons whatsoever.

    10. Further information on the EOI can be obtained from NEA-ESSD during office hours in all working days prior to the deadlineof submission of completed EOI.
