Mr. Alfredo E. Pascual is a member of the Board of Directors of the Global Bank Infrastructure Project Preparation Facility (the "GBIPPF Board of Directors"). The GBIPPF Board of Directors is responsible for overall supervision and control of the Facility. Mr. Pascual is a Member of the International Advisory Board Council of Global Bank Group.

Mr. Pascual worked at the Asia Development Bank (“ADB” or the “Bank”) for 19 years until 2008 occupying various positions including Advisor for Public-Private Partnership in Infrastructure Director, Capital Markets & Financial Sectors Division Director, Private Sector Infrastructure Finance Division Head, Project Finance, Private Sector Group Principal Investment Officer, Private Sector Group Senior Investment Officer, Private Sector Group Senior Investment Officer, India Resident Mission, New Delhi Investment Officer, and Private Sector Department. Prior to joining Global Bank, Mr. Pascual was an educator and served as the 20th President of the University of the Philippines (U.P.), the country’s national university. Mr. Pascual assumed the position in February 2011 for a term of six years.
Mr. Pascual is an accomplished finance professional who made significant contributions to progress in the Asia-Pacific region as an international development banker and educator. Working in the Asia Development Bank for 19 years until 2008, Mr. Pascual excelled charting a successful career that brought him to senior positions in this multicultural organization. At the Asia Development Bank Mr. Pascual pursued pioneering projects and institution-building initiatives that helped the Asia Development Bank respond to the emerging financing needs of the region and catalyze investments in the region’s developing economies, particularly in the infrastructure and financial sectors.
Mr. Pascual authored a strategy which for the first time provided a framework for the Bank’s efforts to promote the private sector as the engine of growth in support of its vision of Asia and Pacific free of poverty. Mr. Pascual also initiated the Bank’s first loan denominated in local currency to pioneer a new lending mode that can protect borrowers from foreign exchange risk associated with foreign loans. Mr. Pascual also initiated the Bank’s first investment that took exposure to the credit risk of municipal governments which are assuming greater responsibilities for development in a decentralized governance structure of its member countries. The Asia Development Bank has since embraced private sector development, local currency lending, and sub-sovereign financing as major thrusts to the benefit of stakeholders in emerging Asia.
20th President of the University of the Philippines
As an educator, Mr. Pascual assumed the presidency of the University of the Philippines (UP) in February 2010. Mr. Pascual is the 20th president of the University of the Philippines and the first to have been elected under a new charter, which was signed into law in 2008 which designated the University of the Philippines as the national university of the country. The university he led for a period of six years consists of seven constituent universities spread over 12 campuses across the country. The University of the Philippines currently has over 52,000 students and close to 10,000 faculty and staff. Prior to his election, Pascual was the president of the University of the Philippines Alumni Association and a member of the University of the Philippines Board of Regents.
Mr. Pascual is implementing a strategic plan that Mr. Pascual and his team has formulated to launch the University of the Philippines on the trajectory of becoming a great university in the 21st century—a university that takes leadership in the development of a globally competitive Philippines. Mr. Pascual has pursued reforms, programs, and projects to transform the University of the Philippines into a research-intensive university, intensify internationalization efforts, modernize pedagogy, formalize quality assurance, and strengthen public service and sports development. Mr. Pascual has been introducing reforms to ensure that qualified students with financial difficulties are able to enroll, while continuing to address the challenge of increasing the admission of students from poor families to the University of the Philippines. To strengthen the faculty, Mr. Pascual has directed the provision of more funds for advanced studies abroad and for performance awards.
To create a supportive environment for academic excellence, Mr. Pascual has worked on improving the financial and administrative aspects of the University of the Philippines operations. Mr. Pascual has succeeded in obtaining substantial increases in government allocations to the University of the Philippines budget; raising donations from alumni and friends for student scholarships, professorial chairs, and physical facilities; and generating income from existing land assets. Mr. Pascual is implementing eUP, a university-wide integrated information system, to sharpen decision making, speed up service delivery, and strengthen control.
Mr. Pascual obtained his BS in Chemistry (cum laude) and MBA from the University of the Philippines. Mr. Pascual attended the EEC-ASEAN Teacher Programme at the Euro-Asia Center in INSEAD, France, and trained at Nomura Securities in Tokyo, Japan. Mr. Pascual was conferred the degree of Doctor of Sciences (honoris causa) by the Pamantasan ng Lungsod ng Maynila (University of the City of Manila) and the degree of Doctor of Pedagogy (honoris causa) by Angeles University Foundation.
Mr. Pascual continuing dedication as an educator and administrator earned him recognition and awards, most recently from the Presidential Lingkod Bayan Award, the Rotary Golden Wheel Award for Higher Education, the Ulirang Ama Award, and the University of the Philippines College of Business Administration Distinguished Alumnus Award.
In addition to being the University of the Philippines President, Mr. Pascual is a Professorial Lecturer at the College of Economics and Management of the University of the Philippines. Los Baños, and Chairman of the University of the Philippines Foundation, Inc., and the University of the Philippines Provident Fund, Inc. Mr. Pascual is a Trustee of the International Rice Research Institute (IRRI), President of the Korean Studies Association of Southeast Asia (KoSASA), and a member of the Steering Committee for the Association of Pacific Rim Universities (APRU) and of the Southeast and South Asia and Taiwan Universities (SATU). Mr. Pascual has served as a Governor of the Management Association of the Philippines (MAP) where Mr. Pascual is also a member. Mr. Pascual is also a lifetime member of the Financial Executives Institute of the Philippines (FINEX), and a member of the Rotary Club of Makati.
