Mr. Alan F. Gill is a Member of the Board of Directors of the Global Bank Infrastructure Project Preparation Facility (the "GBIPPF Board of Directors"), and Acting Chief Financial Officer for Global Bank Group.

Full Biography

Mr. Alan F. Gill is a Member of the Board of Directors of the Global Bank Infrastructure Project Preparation Facility (the "GBIPPF Board of Directors"). The GBIPPF Board of Directors is responsible for overall supervision and control of the Facility. Mr. Gill is an Acting Chief Financial Officer for Global Bank Group with over all responsibility for the Bank-Wide management and oversight of all aspects of financial management at the World Headquarters, Regional Headquarters, Regional Hubs, Resident Missions, Funds and Programmes. Mr. Gill responsibilities includes oversight on accounting and financial controls, risk management, strategic sourcing, compliance, payroll coordination and long range financial planning. Mr. Gill is also responsible for external relationships with rating agencies, investment houses, banks, financial auditors and financial regulators.

Mr. Gill career has included significant senior level policy, programming, project and financial management experience within the public and private sectors in Canada as well as in various multilateral organizations – most particularly the international financial institutions (IFIs). Mr. Gill senior positions have included: representative for Canada, the Nordic countries and the Netherlands on the Executive Board of the Asian Development Bank and for Canada in a similar capacity on the Board of the Inter-American Development Bank; Treasure, Chief Financial Officer and Director of Private Sector Development at the Asian Development Bank; and senior executive posts within the Canadian federal public service (Privy Council Office, Department of Finance and Export Development Canada). Mr. Gill has also held senior positions with the Royal Bank of Canada, Canada’s largest commercial bank.

Mr. Gill’s activities have focused on areas where public/private partnerships have demonstrated their value in achieving meaningful public policy objectives. Mr. Gill responsibilities have included executive positions in financial, operational and human resource management in highly diverse and multinational environments. Substantively, he has initiated and managed pioneering work in the fields of export credits, and capital market and private sector development. Mr. Gill has led numerous Canadian delegations to a wide variety of international meetings and conferences at the Highest-Level including to the G20 Leaders’ Summit and has been a frequent speaker at gatherings dealing with both technical and policy matters.

Since leaving the Executive Board of the Inter-American Development Bank in 2004, Mr. Gill has been engaged in private consulting involving both domestic and multilateral clients. He has also been actively involved as a founder and Director of the EuroCan Carbon Credit Foundation, a not-for-profit organization using Kyoto-based emission credits to support renewable energy projects in developing countries. He currently chairs the Finance Committee of The Bhutan-Canada Foundation, another not-for-profit supporting education sector development in Bhutan. In addition, he has served as the Chair of an oversight committee of international capital market experts responsible for implementing a UN-HABITAT program designed to mobilize private capital in support of the housing sectors of developing countries. Specific consulting clients have included the Canadian Department of Foreign Affairs and Export Development Canada in Ottawa and The Nordic Development Fund in Helsinki, Finland.
