Dr. Hilton L. Root, Ph.D. is the former U.S. Ambassador-designate to the Asian Development Bank (ADB) represents the United States at the Board of Directors of the ADB. In representing the United States in the ADB Board, Dr. Root worked to ensure that U.S. views are expressed and reflected in decisions made by the Board on project/sector lending; policy issues; grants and technical assistance; and budget, administrative and other matters.

Full Biography

As a policy expert, he served the US Treasury as a Senor Advisor on Development Finance, where he was one of the originators of the Millennium Challenge Corporation (MCC) and he has advised the Asian Development Bank (ADB), International Monetary Fund (IMF), World Bank (WB), the United Nations Development Programme (UNDP), the United Nations Economic Commission for Africa (UNECA), the Organization for Economic Cooperation and Development (OECD), Rand Corporation, the U.S. State Department, the U.S. Treasury Department, the United States Agency for International Development (USAID) and the Central Bank of Nigeria (CBN). While at the ADB as Chief Advisor on Governance, he was the principal author of the ADB's Board-approved governance policy. He presided over a committee on governance indicators at the OECD. As an academic, he has taught at the University of Michigan, California Institute of Technology, the University of Pennsylvania and Stanford University. Dr. Root has written and lectured extensively, publishing seven books and more than 100 articles
